ग्राम पंचायत को जवाबदेह बनाएगा निर्णय एप,सचिव को ग्राम सभा की कार्यवाही का वीडियो करना होगा अपलोड

ग्राम सभा की खानापूर्ति कर निर्णयों या संकल्पों को फाइल में दफन करना अब संभव नहीं होगा। अब यह ग्रामीणों को भी पता होगा कि ग्राम सभा में क्या-क्या मुद्दे उठे या क्या निर्णय हुए।इसके लिए उन्हें पंचायत कार्यालय के अधिकारियों या बाबुओं से दस्तावेजी सुबूत के लिए चक्कर नहीं लगाने होंगे। वे स्मार्टफोन में डाउनलोड ‘निर्णय’ एप से पूरी कार्यवाही सरल भाषा में वीडियो के माध्यम से जान सकेंगे(It will no longer be possible to bury the decisions or resolutions in the file by feeding the gram sabha. To make this effort more meaningful, the Ministry of Panchayati Raj has made digital technology a medium)हाल ही में ग्रामीण विकास एवं पंचायतीराज मंत्री गिरिराज सिंह ने नेशनल इनिशिएटिव फार रूरल इंडिया टू नेविगेट, इनोवेट एंड रिजाल्व पंचायत डिसीजन (निर्णय) एप का उद्घाटन किया है। सरकार चाहती है कि गांवों के समग्र विकास का जो लक्ष्य है, उसे प्राप्त करने में ग्रामीण भी भागीदार बनकर निगरानी कर सकें और पंचायतों के पुराने ढुलमुल रवैये को समाप्त किया जाए।मंत्रालय के उपसचिव अरुण कुमार मिश्रा ने बताया कि निर्णय एप का लागिन-पासवर्ड पंचायत सचिव और ब्लाक सचिव को दिया जा रहा है। अब तक लगभग ढाई लाख लागिन-पासवर्ड बनाए जा चुके हैं। यह दिशा-निर्देश जारी कर दिया गया है कि प्रत्येक ग्राम पंचायत को वर्ष में छह ग्राम सभाएं अवश्य करनी होंगी।इनके विषय होंगे महिला एवं स्वयं सहायता समूह, बाल एवं युवा कल्याण, आजीविका एवं रोजगार, ग्रामीण स्थानीय निकाय में आधारभूत अवस्थापना, आपदा एवं मौसमी चुनौतियां और वित्तीय आत्मनिर्भरता। समग्र विकास की इन छह ग्राम सभाओं में जो भी संकल्प या निर्णय लिए जाएंगे, उनका वीडियो बनाकर ग्राम सचिव उक्त तिथि का उल्लेख करते हुए वीडियो एप पर अपलोड करेंगे। वीडियो मंत्रालय द्वारा तय मानकों के अनुरूप पूरी जानकारी देने में सक्षम है या नहीं, उसमें कुछ अनर्गल या तथ्यात्मक गलती तो नहीं, इसकी पुष्टि अपने लागिन से ब्लॉक सचिव करेंगे। उनके द्वारा स्वीकृत किए जाने के बाद ही ग्राम सभा की कार्यवाही एप के माध्यम से पब्लिक डोमेन में आएगी(Recently, Rural Development and Panchayati Raj Minister Giriraj Singh has inaugurated the National Initiative for Rural India to Navigate, Innovate and Resolve Panchayat Decision (Nirnay) app. The government wants that the villagers can also participate and monitor in achieving the goal of the overall development of the villages and the old wavering attitude of the Panchayats should be ended. The subjects of these will be women and self-help groups, child and youth welfare, livelihood and employment, basic infrastructure in rural local bodies, disaster and Seasonal challenges and financial independence. Whatever resolution or decision will be taken in these six gram sabhas for overall development, the village secretary will make a video of it and upload it on the video app mentioning the above date. Whether the video is capable of giving complete information as per the standards set by the Ministry, whether there is any unwarranted or factual error in it, the block secretary will confirm it with his login. Only after they are approved, the proceedings of the Gram Sabha will come in the public domain through the app)उपसचिव ने बताया कि ग्रामीणों को किसी लागिन-पासवर्ड की जरूरत नहीं है। कोई भी ग्रामीण उस एप को गूगल प्लेस्टोर से डाउनलोड कर ग्राम पंचायत का नाम और ग्राम सभा की तिथि चुनकर संबंधित ग्राम सभा की कार्यवाही की जानकारी ले सकेगा।सरकार का मानना है कि इससे पंचायतें कोई भी निर्णय छिपा नहीं सकेंगी। जागरूक ग्रामीण उचित मंच पर प्रश्न कर सकेंगे कि उस बैठक में यह निर्णय हुआ था, उसके पालन की क्या स्थिति है। चूंकि, डिजिटल रूप में कार्यवाही का सुबूत ग्रामीणों के पास होगा, इसलिए पंचायतों के अधिकारी इन्कार नहीं कर सकेंगे और उनकी जवाबदेही सुनिश्चित होगी(The Deputy Secretary told that the villagers do not need any login-password.
