भिवंडी मनपा सफाई कर्मचारियों के प्रति लापरवाह
Bhiwandi - The condition of sanitation workers under Nizampur Mahanagara Palika in Bhiwandi city has remained deplorable. Bhiwandi Harmen power loom factories, dyeing, sizing, leaf shops, hotels, food items sold on handcarts, beverages, vegetable farms, mutton and fish markets, juice centers, food packets made by companies for children etc. 600 to 700 tonnes of waste is generated every day depending on the standard of around 14 lakh to 1.5 lakh per capita of the city with a ratio of about 300 to 400 grams of waste. A private contract has been given to an R&D company to remove this waste. But municipal sanitation workers are being used to remove this waste. This picture is visible in the city. And due to lack of adequate materials, their condition has become miserable. A total of five Ward Committees have been formed to monitor the working system and sanitation of Bhiwandi Municipal Corporation. A total of 1,500 hundred Karma Charis have been appointed out of a total of 300 in each Ward Committee. Apart from this, 300 Karma Charis and a total of around 1800 hundred sanitation workers have been deployed for public restrooms, toilets and toilets. For their stay, Municipal Corporation has made rooms at Sangam Padha, Komal Padha, BJP Dawa Khana, Waja Mohalla, Dhamankar Naka, Shivaji Nagar, (Bazar Peth) College Road. But now, in the name of development, the Municipal Corporation is downgrading some areas without alternative arrangements. Which has become a problem for municipal sanitation workers. Under the Dr. Babasaheb Ambedkar Shramsaflya Yojana, the Bhiwandi Municipal Corporation has reserved the village status of the house 9 to 10 years ago. Which is visible on paper. So far, the municipal government has not started the work of building houses. Municipal sanitation workers are living in rented houses and slums due to their financial situation. While housing is required for workers who have 20 to 25 or more years of service.

भिवंडी – भिवंडी शहर निजामपुर महानगर पालिका के अंतर्गत सफाई कर्मचारियों की हालात दयनीय बनी हुई है। भिवंडी हर में पावर लूम कारखाने ,डाईंग, साइजिंग, पान दुकान ,होटल ,हांथ गाड़ी पर बिकने वाले खाद्य पदार्थ, पेय पदार्थ, भाजी पाललक, मटन व मच्छी मार्कट,जूस सेंटर बच्चों के लिये बनी कंपनियों व्दारा खाद्य पैकेट आदि कारणों से प्रत्येक व्यक्ती व्दारा लगभग ३०० से ४०० ग्राम कचरे के अनुपात से शहर की आवादी १४ लाख से १५ लाख के आसपास मानक के आधार पर ६०० से ७०० टन कचरा प्रत्येक दिन निकलता है।इस कचरा को उठाने के लिये आर एंड डी कंपनी को निजी ठेका दिया गया है। परंतु इस कचरे को उठाने के लिए मनपा सफाई कर्मचारी प्रयोग में लाये जा रहे हैं। इस तरह का चित्र शहरमें दिखाई दे रहा है। और उनके लिए पर्याप्त साहित्य उपलब्ध ना कर आये जाने से उनकी हालत दयनीय बनी हुई है।
भिवंडी मनपा के कर्य प्रणाली और साफ सफाई की देख रेख करने के लिये कुल पांच प्रभाग समिति बनाई गई हैं। प्रत्येक प्रभाग समिति में ३०० के मनक से कुल १५०० सौ कर्म चारियों की नियुक्ति की गई है। इसके अलावां सार्वजनिक सौचालय, मुतारी व प्रसाधनगृह के लिये ३०० कर्म चारी यांनी कुल १८०० सौ के आसपास सफाई कर्मचारियों को तैनात किया गया है। इनके रहने के लिये मनपा ने संगम पाढा़, कोमल पाढ़ा, बीजेपी दवा खाना, वाजा मुहल्ला, धामणकर नाका, शिवाजी नगर,(बाजार पेठ) कालेज रोड पर रुम बनाकर दिया है। परंतु अब विकाश के नाम पर कुछ ईलाकों में बिना पर्याय व्यवस्था के मनपा खाली करा रही है। जो मनपा सफाई कामगारों के लिए मुशीबत बन गई है। डॉ,बाबासहेब अंबेडकर श्रमसाफल्य योजना के अंतर्गत मनपा ने पो गांव स्थिति भिवंडी मनपा ने ९ से १० साल पहले घर जगह आरक्षित किया है। जो मात्र कागजो पर दिखाई दे रहा है। अभी तक मनपा घर बनाने का कार्यभी शुरू नहीं किया है। मनपा सफाई कर्मचारी अपनी आर्थिक परिस्थिति को देख कर भाडे़ के घरों में तथा झोपड़ पट्टी में रह रहे हैं। जब की २०से २५ अथवा उससे जादा सेवा करने वाले कामगारों को घर देना आवस्यक है।
दुर्गंध वाता वरण में काम करने वाले सफाई कर्म चारियों हेतु बैद्यकी सेवा देने के लिए भारत सरकार राष्ट्रीय कर्मचारी आयोग का स्पष्ट निर्देश है। महाराष्ट्र शासन राज्य सफाई कर्मचारी आयोग का भी स्पष्ट निर्देश है। कि सफाई कर्मचारियों के स्वास्थ की जांच तीन माह के अंदर होनी चाहिये। सफाई कर्मचारियों के जहाजरी के लिये केविन केन्द्र बनाया गया है परंतु वहां पर सौचालय मुतारी, पीने का पनीक्व विश्राम स्थल उपलब्ध नही है। जिससे मनपा सफाई कर्म चारियों के लिये मुशीबत बनी हुई है।
